Feature ladder
Every feature is built and switched on in five steps. Steps 1 and 2 open at launch, then one step opens every 60 minutes. Launch time is not set yet. Every feature is closed until launch. A call to a feature that is not open yet answers 403 NOT_YET with its opening time.
